Unincorporated Russell County

KRS 198B.060 requires local governments to examine and approve plans, issue permits, and inspect almost all new buildings under the Uniform State Building Code, with limited exemptions for single-family dwellings and certain farm buildings.

• Exempt Farm dwellings and outbuildings that are not retail or employment hubs (if the local jurisdiction decides to exempt them)
• Exempt Single-family residences are exempt from mandatory permits/inspections unless the county opts into that enforcement level

Permit validity

No general schedule is posted; KRS 198B.060 lets local governments establish a fee schedule and permit tracking.

Owner-builder

Single-family dwellings are exempt from the mandatory permit/inspection program unless the local jurisdiction opts into that portion of the code.

Contractor requirements

The permit affidavit must certify each contractor and subcontractor has the required workers' compensation and unemployment insurance coverage under Kentucky law.

   Call or email the Russell County Fiscal Court (Judge Executive's Office) to describe the planned work and request preliminary instructions.

   The fiscal court coordinates plan review and inspections with the appropriate state or local inspectors.

   Once the local building official (and, if required, a state representative) confirms the plans comply with the Uniform State Building Code and all legal location requirements, the permit is issued.

   A copy is sent to the commissioner for the statewide housing inventory.
