Permit triggers and exempt work for Goshen
No building, outbuilding, driveway, grading, wall, fence, deck, or treehouse may be altered without a city building permit, related committee approval, and the county building permit.
Note: The city ordinance does not list additional exempt projects beyond the valuation-based exemptions in the county schedule.

- County-required blueprints or line drawings (as conditions of approval)
- Building code
- Goshen enforces the Kentucky Building Code through its land-usage ordinance and requires proof of a county building permit before construction begins.
- Permit validity
- City permits must be completed within the ordinance timelines (180 days for new homes/garages, 90 days for other work) or extensions sought in writing 14 days before the deadline.
- Owner-builder
- The ordinance applies to all property owners equally; no separate owner-builder carve-out is published.
- Contractor requirements
- Mechanical, electrical, and plumbing work must still proceed through the county inspection offices licensing regime.
