Any building, manufactured home, or other structure that is erected, moved, added to, or structurally altered must receive a building permit issued by the zoning enforcement officer and the applicable building inspector before work starts.

• Exempt Recurring maintenance regardless of cost.
• Exempt Alterations of existing buildings with a replacement value of $500 or less.
• Exempt Construction or service connections to publicly owned and operated utilities.
• Exempt Grading, streets, ditch digging, cutting/filling, and the like in conjunction with site improvements prior to building development.
• Exempt Installation of improvements required by an approved preliminary subdivision plat or approved planned development plat.
• Exempt Any structure (other than signs) containing less than 15 square feet of floor space.
