When a permit is required
Permit triggers and exempt work for Allen County
Kentucky Revised Statutes section 67.410 applies to the entire county. All construction, alteration, repair (including mobile homes) must be permitted through the county building inspector.
- Exempt Incidental signs, historic markers, change of copy, small temporary banners, realtor signage, and window signs (sign-specific exemptions under section 153.173)

- Permit validity
- Permits must remain visible on-site. Any permit dormant for 180 days must be renewed with a $25 monthly fee that doubles each month; permits are terminated after 12 months.
- Owner-builder
- Applicants must certify authorization, utilities, and compliance with Kentucky workers compensation and unemployment statutes.
- Contractor requirements
- All contractors must comply with Kentucky workers compensation and unemployment insurance requirements before permits issue.
Application process
Typical processing: 7-30 business days for building and life safety plan review
- 01 Review zoning and subdivision status. For mobile homes, complete the county mobile home permit checklist before applying.
- 02 Download and complete the general building permit application with owner/contractor, occupancy, site, and floodplain information.
- 03 Prepare a surveyor-prepared site or plot plan and gather required documentation.
- 04 Submit the application, site plan, and fees by check or email to planning@nctc.com. Plan review fees must accompany the submission (minimum $285).
- 05 After plan review (7-30 business days), schedule foundation, framing, final, and Certificate of Occupancy inspections with Building Inspector Jim Griffin (270-590-6606).
- 06 Pass final inspection and obtain Certificate of Occupancy.
