When a permit is required
Permit triggers and exempt work for Clinton County
The APC FAQ indicates a permit is required for building projects unless exempt, and most residential projects require plans and complete application(s).
- Exempt Portable structures 200 square feet or less do not require a permit, footings, or foundations, but must meet setbacks and ordinance standards.
- Exempt Decks under 30 inches from natural grade to top of deck do not require a permit unless attached to an existing structure.
- Exempt Replacing only shingles and/or decking does not require a permit, but repairs or modifications to framing or roof do.
Note: Portable structure and deck exemptions still must meet setbacks and ordinance standards; confirm edge cases with the APC before proceeding.

- Construction must commence within 180 days and cannot stop completely for more than 180 days or the permit expires.
- Owner-builder
- A homeowner may act as their own general contractor for a single-family residence they will occupy.
