When a permit is required
Permit triggers and exempt work for Naperville
Required for new construction, additions, remodeling (kitchens, basements, bathrooms), structural repairs (foundation, load-bearing walls), demolition, decks, patios (over 500 sq. ft.), fences, pools, and new mechanical systems (HVAC, electrical, plumbing).
- Exempt Cosmetic improvements (painting, wallpapering, carpeting)
- Exempt Minor repairs not affecting structural or safety systems
- Exempt In-kind replacements of water heaters, furnaces, or A/C units (if no power source change and within certain limits)

- Permit validity
- Generally valid for 6 months if work has not started; expires 1 year after issuance if not completed.
- Owner-builder
- Homeowners may perform work on their own primary residence but must sign an owner-occupant affidavit.
- Contractor requirements
- Contractors must be registered with the City. State-licensed trades (plumbers/roofers) must provide state license copies.

Application process
Application → plan check → issuance → inspection → final
- 01 Register for an account on the Civic Access Portal.
- 02 Select the appropriate permit type and complete the online application.
- 03 Upload required documents (plans, surveys, etc.) in PDF format.
- 04 Pay the initial administrative/clerical fee.
- 05 TED staff conducts a plan review (Building, Zoning, Engineering, etc.).
- 06 Applicant receives comments or approval; if approved, final fees are calculated.
- 07 Pay final permit fees online.
- 08 Permit is issued and can be printed from the portal.
