When a permit is required
Permit triggers and exempt work for Sun Valley
A building permit is required for all construction within the City of Sun Valley.
- Exempt Single-family homes exempt from automatic fire sprinkler requirements (sprinklers optional)
Note: Hillside development regulations strictly enforced: building on natural slopes exceeding 25% prohibited unless variance granted. Limited exceptions apply to Bitterroot Road, Silverweed Way, and Snowbrush Lane. Property owners must consult Community Development early regarding slope requirements.
- Completed building permit application
- Construction plans and specifications
- Site plan demonstrating zoning compliance
- Proof of property ownership or authorization
- Contractor registration number (if applicable)
- Building code
- 2018 International Building Code (IBC) and 2018 International Residential Code (IRC), as amended by Idaho, with local amendments
- Permit validity
- Permit becomes invalid if work is not commenced within 180 days of issuance. Permit becomes invalid if work is suspended or abandoned for 180 days.
- Owner-builder
- Owner-builders may perform work on their own property; contractor registration required for work valued at $2,000 or more.
- Contractor requirements
- Contractors must register with Idaho Division of Building Safety for work valued at $2,000 or more in labor and materials. Registration number must be displayed on all advertising, contracts, permits, and jobsites.

Application process

- 01 Contact Community Development Department early in design process for project requirements and hillside development guidance.
- 02 Complete building permit application.
- 03 Prepare construction plans and specifications according to 2018 IRC/IBC standards with Idaho amendments.
- 04 Submit application through Accela Citizen Access online portal or in person.
- 05 Community Development Department performs plan review and approval.
- 06 Design review may be required in certain areas.
- 07 Receive permit.
- 08 Schedule required inspections with city inspector.
- 09 Pass all required inspections (foundation, framing, plumbing rough and final, electrical rough and final, mechanical/HVAC, final).
- 10 Obtain final inspection and Certificate of Occupancy.

Sun Valley building permit fees
Final inspection deposit required: minimum $1,500 or 10% of permit fees (whichever is greater). Fire permit fees apply for work defined under International Fire Code (tents, canopies, membrane structures, temporary structures). Contact city for specific estimates.
