When a permit is required
Permit triggers and exempt work for Council
Building permits are required for all construction within the City of Council.
- Exempt Residential accessory structures (sheds, playhouses) less than 200 square feet, if compliant with local zoning
- Exempt Detached decks under 200 sq ft, under 30 inches high, and not attached to dwelling (verify with Building Department)
- Exempt Interior finishes, in-kind roof repairs, and paint
Note: Exemptions vary by jurisdiction and are subject to local City of Council ordinances. Contact the Building Department to confirm whether a specific project is exempt before proceeding.
- Completed permit application signed by property owner and contractor
- Two sets of construction plans (18" × 24" or 24" × 36") drawn to scale and dimensioned
- Structural engineering calculations (two sets, 8.5" × 11") if required
- Site plan showing proposed/existing structures, property lines, easements, wells, septic systems, vegetation, and topography
- Architectural and foundation plans with foundation layout, venting, section details, floor framing, elevations, and utility plans
- Building code
- 2021 IBC, 2018 IRC, 2018 IECC with Idaho amendments
- Permit validity
- Permit becomes invalid if work is not commenced within 180 days of issuance, or if work is suspended or abandoned for 180 consecutive days.
- Contractor requirements
- All contractors performing construction work in Idaho must register with the Idaho Contractors Board (DOPL). Registration requires proof of liability insurance; no examination or experience requirements.

Application process
Typical processing: Minor work: 2–5 business days; Residential new construction: 5–10 business days; Commercial or complex projects: 2–4 weeks.
- 01 Obtain completed application form from Adams County Building Department or online portal.
- 02 Prepare two sets of plans (18" × 24" or 24" × 36" sheets) drawn to scale and dimensioned.
- 03 If required, provide structural engineering calculations on 8.5" × 11" paper.
- 04 Prepare site plan showing property lines, easements, wells, septic systems, vegetation, and topography.
- 05 Prepare architectural/foundation plans including foundation layout, floor framing, elevations, and utility plans.
- 06 Submit application and all required documents online via Accela portal, by mail, or in-person to 201 Industrial Ave, Council, ID 83612.
- 07 County conducts plan review (2–5 days for minor work; 5–10 days for residential new construction; 2–4 weeks for commercial projects).
- 08 Respond to any review comments and resubmit revised plans if required.
- 09 Receive permit approval and post permit at job site before commencing work.
- 10 Schedule inspections as work progresses.
