When a permit is required
Permit triggers and exempt work for Young Harris
The residential form covers new buildings, manufactured homes, additions, alterations, repairs, demolition, patios, decks, sunrooms, sheds, storage buildings, garages, and related residential work. The non-residential form covers new buildings, additions, alterations, repairs, relocations, demolitions, and changes of use. Separate land-disturbing, sign, special-use, variance, and other approvals may also be required depending on the project
Note: No public Young Harris exempt-work list was found
- Application fee
- Recorded plat
- Deed
- Scaled drawings showing existing and proposed structures, property lines, setbacks, and parking where applicable
- Building plans or blueprints
- Tree-protection and buffer details where applicable for non-residential applications
- Building code
- Georgia State Minimum Standard Codes administered by DCA apply statewide. Young Harris's certificate-of-occupancy form specifically references the International Building Code and the city's technical codes
- Owner-builder
- The forms allow the owner to apply or to authorize an agent. If the applicant is not the owner, the city requires a signed notarized affidavit from the property owner
- Contractor requirements
- Georgia contractor licensing rules apply for work requiring licensed contractors. The reviewed public Young Harris building forms do not post a separate city contractor-license checklist
Application process
Application → plan check → issuance → inspection → final
- 01 Download the applicable residential or non-residential building permit application and the current Master Fee Schedule
- 02 Complete every section, obtain signatures from the applicant and owner if different, and include all required fees at submission
- 03 Attach the required submittals, including the recorded plat, deed, scaled site drawings, building plans or blueprints, and any parking or tree-protection materials required by the form
- 04 If a land-disturbing permit, rezoning, variance, flood-zone approval, utility approval, septic approval, attorney review, engineer review, or Planning Commission review is required, complete those steps before final Council approval. The Planning Commission page says permit items needing review must be turned in to the City Clerk no later than the 1st day of the month for the last-Tuesday Planning Commission meeting; the building permit forms say completed applications requiring Planning Commission approval must be on file by the 10th of the month for the next Planning Commission agenda and describe the Planning Commission as meeting on the 3rd Tuesday. Because the city's public sources conflict, applicants should confirm the current filing cutoff and meeting date with City Hall before submittal
- 05 After city review and approval, obtain the permit, complete inspections as required, and obtain the certificate of occupancy or completion if applicable
