When a permit is required
Permit triggers and exempt work for Ellaville
The published city permit form covers new structure, alteration/addition, repair, replacement, demolition, moving, electrical, plumbing, gas, HVAC, accessory structures, mobile homes, agricultural, multifamily, church, one family, commercial, school, and other/addition work.

- Building code
- City Building Code. Georgia State Minimum Standard Codes apply, including the 2024 IBC, IRC, IPC, IMC, IFGC, and ISPSC, the 2023 NEC, and the 2015 IECC with Georgia amendments/supplements as adopted by DCA as of 2026.
- Permit validity
- Demolition permits expire after 90 days. Other permits become invalid unless work starts within 6 months after issuance, or if work is suspended or abandoned for 6 months after commencement. Written extensions of up to 90 days each may be granted for justifiable cause.

- Georgia Secretary of State FAQ says Georgia does not require a state contractor license to build your own home, but the owner must still comply with local permitting and code requirements.
- Contractor requirements
- Georgia requires licensed residential or commercial general contractors as applicable. For residential contracting, the state licensing threshold referenced by Georgia law and board materials is over $2,500 in compensation/value. Specialty trade licensing may also apply depending on the work.

- 01 Download the Building Permit form from the city Forms page or obtain it from City Hall.
- 02 Complete the applicant, contractor, site address, work type, structure type, dimensions, room counts, and construction cost fields.
- 03 Attach a site plan showing lot dimensions, structure size and location, buildings on the lot, easements, water courses, fences, street names and right of way lines, owner identity, and abutting-property information.
- 04 Submit the package to City Hall for review by the Development Official for Development Standards Ordinance and Building Code compliance.
- 05 After approval and fee payment, obtain the permit and proceed to required inspections.
- 06 After final approval, obtain a certificate of occupancy when applicable.
