When a permit is required
Permit triggers and exempt work for Dallas
The Community Development Department issues building, electrical, heating and air-conditioning, plumbing, and pool permits for residential and commercial work.

- State of Georgia minimum construction codes and City of Dallas ordinances and procedures. Current Georgia codes include 2024 IBC, 2024 IRC, 2024 IPC, 2024 IMC, 2024 IFGC, 2024 ISPSC, and 2023 NEC with Georgia amendments effective January 1, 2026.

- The city requires a valid business license, state contractor license, and photo ID with submittals. Georgia state residential contractor licensing rules also apply.
Application process
Typical processing: No standard public turnaround is posted. The residential permit packet indicates next-day inspections are possible if requested before 2:00 p.m.
- 01 Confirm the project address is inside Dallas city limits.
- 02 Apply online in the CSS portal by going to 'Apply' then 'Permits,' or email the application package to melgaydi@dallas-ga.gov.
- 03 Submit a valid business license, state contractor license, and photo ID with the application.
- 04 For residential permits, complete the city permit application and obtain the listed staff approvals, including zoning, tax, water and sewer, and environmental health as applicable.
- 05 Pay city-assessed permit fees after staff review.
- 06 Post the permit on site after issuance and schedule required inspections with the city.

Fee schedule
Effective January 5, 2026
Staff creates invoices first; applicants can then pay online through the city CSS invoice page. The city warns applicants to use the official CSS portal only and not wire funds.
