Social Circle FAQ says a permit is needed for any structural change in an existing structure and any new building added to the property; commercial or industrial property demolition, development, or construction also requires fire marshal review
- Exempt Fences (although work in the Historic District still needs a Certificate of Appropriateness)

- Georgia State Minimum Standard Codes apply; the public city pages reviewed did not post a separate current code-edition list
- Owner-builder
- The city's homeowner affidavit says the Building Department will only issue a permit to a licensed contractor or to the owner-occupant of a residential property, and the notarized affidavit must be submitted before permit issuance
- Contractor requirements
- The city distinguishes licensed contractors from owner-occupants in its homeowner affidavit, and state licensure rules apply for covered residential contractor work

Application process
Typical processing: Building or trade permits could take up to 5 business days; development permits typically take longer
- 01 Start with the Community Development Department and determine whether the project needs a building or trade permit, site plan submittal, zoning relief, historic review, or fire review
- 02 Use the city's Applications and Forms page; building permit applications, trade permit applications, demo permits, and homeowner affidavit forms are posted there, and many development forms can be submitted online
- 03 Submit the applicable PDF application by email to city staff or use the city's online form if that permit type is web-based; commercial or industrial demolition, development, or construction also requires application to the Fire Marshal's Office
- 04 Provide the required plans and supporting documents; for site development, the city instructs applicants to submit the site plan application and email full plan sets to adavis@socialcirclega.gov if the upload is too large; the Fire Marshal requires a site plan checklist with the site plan
