When a permit is required
Permit triggers and exempt work for McDuffie County
The building permit application covers new construction, additions, repair, alteration / remodel, moved structures, demolition, accessory structures, and other work. Separate permits are required for building, electrical, plumbing, and mechanical work. The county website also separately identifies permits for signs, accessory structures, storage buildings / carports moved onto a site, pools, land disturbance, and manufactured homes.
Note: No public countywide exempt-work list for ordinary building permits was found in the materials reviewed. The land disturbance permit application includes an 'Exempt' permit type, but the public application alone does not publish a full exemption list.

McDuffie public forms currently reference the 2017 National Electrical Code with Georgia modifications and the 2018 International Plumbing Code and 2018 International Mechanical Code. Because DCA announced new Georgia codes and amendments effective January 1, 2026, applicants should confirm the currently enforced code edition with the Planning Commission before submittal.
- Permit validity
- The building permit application states the permit becomes null and void if work does not commence within 6 months from purchase, or if work is suspended or abandoned for 1 year after commencement.
- Owner-builder
- The self-contractor disclosure says a property owner may build for the owner's own use and not for sale or lease; if sold or transferred, the owner cannot build another for 2 years unless licensed or using a licensed overseer. The owner must obtain permits, supervise construction, ensure registered workers where required, and request inspections.
- Contractor requirements
- Georgia state residential and general contractor licensing rules apply for covered work over $2,500. Local forms also require licensed tradesmen to be registered with the Planning Commission, including applicable bonding and insurance, before permit pickup by designees.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm zoning and project suitability with the Planning Commission. The office encourages a preliminary consultation before submittal for planning and zoning matters.
- 02 Collect prerequisite approvals before applying: driveway permit from the McDuffie County Road Department if applicable, utility tap receipt if municipal water or sewer is available, or health site approval / septic letter if not.
- 03 Assemble the application package, including the building permit application, full property plat, plans, and any required supporting forms such as contractor certification, self-contractor disclosure, land disturbance permit, fire prevention plan review, or zoning verification.
- 04 Submit the package to the Planning Commission at 210 Railroad Street, Suite 1544. Owner-builders must provide two complete plan sets including foundation, structural, electrical, mechanical, and plumbing drawings. Fire plan review forms require two sets of drawings.
- 05 Pay the applicable permit fees. The permit must be posted in plain view from the road after issuance.
- 06 Call 706-595-5355 to request required inspections during construction. Permanent power is not released until final approvals and required utility / health approvals are complete.
