All work to any structure, including new construction, additions, and alterations to an existing structure, must be approved and permitted by the Building Inspector before construction begins. Grading, clearing, grubbing, or driveway installation requires a Land Disturbance Permit.

Building code

Buena Vista Building Inspections enforces the International Building Codes as prescribed by the International Code Council, mandated by and amended by the State of Georgia. Current mandatory statewide codes effective January 1, 2026 include the 2024 IBC, 2024 IRC, 2024 IMC, 2024 IFGC, 2024 IPC, 2024 ISPSC, 2023 NEC, 2024 IFC, and 2015 IECC with Georgia amendments, supplements, or State Fire Marshal administration as applicable.

Permit validity

The permit becomes null and void if work does not commence within 6 months, or if work is suspended or abandoned for 6 months after commencement.

Owner-builder

The city building permit form includes a signature line for 'Owner (if Owner Builder).' No separate Buena Vista owner-builder affidavit or rule handout was found in the reviewed city sources.

Contractor requirements

Georgia statewide contractor licensing rules apply. Residential contractors performing work over $2,500 generally must hold the required state license unless exempt. The city forms require contractor or authorized-agent signature, and the city mobile home permit page also requests the manufactured home installer's license number.
