When a permit is required
Permit triggers and exempt work for Hart County
The Building Permitting Office oversees all building and mobile home permits within unincorporated Hart County. All new residential construction requires inspections; other construction, renovations, and outbuildings are permitted as usual.
Note: The county states the standard $25 permit charge for non-new-residential work does not apply when value added or cost of construction is less than $2,500, but does not clearly state that such work is entirely permit-exempt

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is in unincorporated Hart County. If the parcel is adjacent to Hartwell, the county posts a City of Hartwell exemption certificate for use when needed.
- 02 Obtain or verify the 911 address and assemble the required submittal documents including the completed permit application, contractor and subcontractor licensing documentation, a recorded plat, scaled construction drawings, a house location plan, addressing verification, and septic or water-sewer approvals where applicable.
- 03 Submit the permit package to Hart County Building Permitting.
- 04 Plans and applications are reviewed by Bureau Veritas for new residential construction. Direct all code, plan review, and inspection questions to Bureau Veritas.
- 05 Pay the permit fee once assessed and receive the issued permit.
- 06 Schedule required inspections through Bureau Veritas.
