When a permit is required
Permit triggers and exempt work for Blue Ridge
No building may be erected, converted, enlarged, reconstructed, moved, or structurally altered except upon application for and issuance of a building permit by the Zoning Administrator. Projects inside Blue Ridge city limits need City of Blue Ridge approval before starting the county application.

- Georgia state minimum construction codes apply statewide. Fannin County building-code ordinance enforces the latest editions adopted and amended by the Georgia Department of Community Affairs of the IBC, IRC, IFC, IPC, IMC, IFGC, NEC, IECC, and ISPSC.
- Permit validity
- Blue Ridge fee schedule includes a $125.00 permit-renewal request fee. County permit becomes invalid if work is not commenced within six months after issuance or if work is suspended or abandoned for six months, with written extensions of up to 90 days each available for justifiable cause.
- Contractor requirements
- Contractors on permitted work must comply with state and local licensing rules and provide the local government with the required state license number before receiving a permit where state law requires licensure. Georgia statewide contractor-licensing rules apply on covered residential projects.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is inside Blue Ridge city limits and identify whether city zoning, land-disturbance, platting, or other planning approvals are needed first.
- 02 Submit the City of Blue Ridge application package by email to tlclerk@cityofblueridgega.gov or deliver it to City Hall.
- 03 If the project needs a development team meeting, reserve it with the city. Sketches, concepts, or preliminary plans must be submitted at least three weeks before the meeting.
- 04 Obtain all required city approvals. Projects inside Blue Ridge city limits must have all City of Blue Ridge approvals before beginning the county application.
- 05 Submit the county-side package required by the official Fannin checklist: city approval, deed or lease, survey if one exists, proposed building plans, marked property lines and project area, exact directions, approved city water and sewer tap or approved septic if applicable, and site-plan or floodplain information if applicable.
- 06 Pay applicable city and county fees as directed by the reviewing office.
- 07 Post the permit card and schedule inspections with the reviewing authority.

Typical sequence: Foundation, slab, framing/plumbing, rough-in electrical, final electrical, DET verifier test for new residential construction with living space, and final inspection for Certificate of Occupancy.
