Permit triggers and exempt work for Emanuel County
Permits are required for most residential, commercial, and industrial projects in unincorporated Emanuel County, including new construction, additions, renovations, manufactured home setups, structures over 200 square feet such as garages, pole barns, storage buildings and sheds, moving site-built homes, installing signs, towers, swimming pools and enclosures, and decks over 200 square feet.

- The county posts a homeowner-acting-as-contractor affidavit, which confirms owner-builder routing is recognized. Electrical, mechanical, and plumbing work not performed by the homeowner must be done by a Georgia licensed individual in the respective field.
- Contractor requirements
- Georgia state licensing rules apply. Residential contractors performing work over $2,500 must be licensed by the Georgia State Licensing Board for Residential and General Contractors.
Application process

- 01 Confirm the site is in unincorporated Emanuel County and contact Building Inspection and Code Enforcement at (478) 237-6514 if routing is unclear.
- 02 Complete the applicable county form. The county posts a Building Permit Application and a separate Mobile Home Permit Application.
- 03 Submit the form online through the county's fillable-form workflow or through Citizenserve, or submit the PDF to the department by email or in person. The county says its forms have been available online as fillable and submittable forms since October 2024, and it also accepts PDF/email or printed submissions.
- 04 Include the required supporting materials shown on the form or packet. The mobile home packet requires items such as a copy of the plat, tax receipt and decal, septic permit or number, and contractor license information for trade work not performed by the owner.
- 05 Pay the quoted fee. The county payments page says permit payments are made in person after the paperwork is completed and an appointment is scheduled.
- 06 Await county review, permit issuance, and inspection scheduling instructions from the department.
