- All permits valid for six months prior to commencement of construction; continual progress required to keep permit active
- Owner-builder
- Permit affidavits required for professional contractors and homeowners doing self-work verifying status for public benefit. No separate explanatory owner-builder policy bulletin found.
- Contractor requirements
- As of July 1, 2008, Georgia requires all building construction projects over $2,500.00 to be performed by licensed General, Light-Commercial, or Residential Basic contractor. City requires Regulatory License Application and copy of applicable state-regulated license before permits issued.

Application process
Typical processing: Goal of 10 working days for plan review from date logged in, subject to completeness and any review comments
- 01 Confirm zoning, historic-district status, flood-hazard status, and whether site is within 200 feet of state waters
- 02 Complete building permit application and assemble checklist documents (permit app, contractor licensing, trade permits, subcontractor licensing, scaled construction drawings, site plan, GSWCC docs if applicable, GaDOT driveway permit or no-permit letter, 911 verification, water/sewer verification, septic permit if applicable, deed, plat, proof of taxes paid)
- 03 Submit application package to City Hall at 203 Elbert Street, by fax, or by email
- 04 Await plan review (city goal is 10 working days from logged-in date, subject to completeness and correction cycles)
- 05 After approval, print and deliver one stamped set for jurisdiction and keep one approved copy on site
- 06 Once permit issued, post in weather-protected box at site and request inspections as work becomes ready
