When a permit is required
Permit triggers and exempt work for Homeland
Any construction project over 150 square feet must be permitted. Any mobile home being set up in Charlton County must be permitted. Land disturbance over one acre requires a land disturbance permit.
Note: No Homeland-specific public exempt-work list was located. The county states projects over 150 square feet must be permitted, but no formal exemption table was published.
- Two sets of plans
- Completed application
- Truss package if applicable
- Septic permit proof
- Homeowner acting as contractor agreement if applicable
- Code summary acknowledgement if needed
- Site development plan
- Elevation certificate if building in a flood zone
- Proof of county land-disturbance permit if disturbing more than one acre
- Building code
- International Building Code (IBC) 2018 and International Residential Code (IRC) 2018 with Georgia Amendments. County permit checklist lists IBC 2018, IRC 2018, IFC 2018, IPC 2018, IMC 2018, IFGC 2018, NEC 2017, IECC 2015, and ISPSC 2018 with Georgia Amendments. Georgia DCA minimum standard codes apply statewide.
- Permit validity
- No Homeland-specific public validity rule was located. For mobile-home move-on permits, the setup process must be completed within 60 days after issuance and passed inspections, or another permit must be purchased at full price.
- Owner-builder
- Owner must reside in the structure and not offer it for sale or rent for at least two years after certificate of occupancy issuance. Owner acts as general contractor and must use properly licensed subcontractors for electrical, plumbing, and conditioned-air work.
- Contractor requirements
- All electrical, mechanical, and plumbing work must be performed by Georgia-licensed contractors with no exceptions. The state-licensed contractor must pull all construction permits by law, subject to the county's stated homeowner exception for building one's own home every two years.
