When a permit is required
Permit triggers and exempt work for Statesboro
Any owner, authorized agent, or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system regulated by the construction codes, must first obtain the required permit.

- Exempt Self-contained refrigeration systems containing 10 pounds or less of refrigerant and actuated by motors of 1 horsepower or less
- Exempt Ordinary minor repairs approved by the Building Official, so long as they do not violate the construction codes

- Effective January 1, 2026 the city packet lists IBC 2024, IRC 2024, IMC 2024, IFGC 2024, IPC 2024, ISPSC 2024, NEC 2023, IFC 2024, NFPA 101 2024, IPMC 2018, and IECC 2015, all with Georgia amendments/supplements where applicable.
- Permit validity
- Permit applications are deemed abandoned 6 months after filing if no permit is issued, subject to written 90-day extensions. Issued permits become invalid if work does not begin within 6 months after issuance or if work is suspended or abandoned for 6 months, also subject to written 90-day extensions.
- Owner-builder
- The Self Contractor Affidavit may be used only if the application is for the applicant's primary residence.
- Contractor requirements
- Where the state requires a contractor license, the contractor must supply the local government with the license number before receiving the permit.
Application process
Typical processing: Generally about 2 weeks for review, with up to 30 days allowed.
- 01 Register for a CommunityCore account.
- 02 Submit the building permit application through CommunityCore; if using the self-contractor option, include the Self Contractor Affidavit, which the city says is only for the applicant's primary residence.
- 03 Upload the required plan set and contractor information. Residential new construction and commercial new construction have separate published checklist requirements.
- 04 Departmental plan review generally occurs within about 2 weeks, but the city states reviewers have up to 30 days.
- 05 Respond to redlines or correction comments and resubmit if necessary.
- 06 After approval, pay permit and plan-review fees.
- 07 Schedule inspections in CommunityCore, by phone, or by email; inspections requested before 4:00 p.m. Monday through Friday are generally performed the next business day.
- 08 Complete final inspection and obtain the certificate of occupancy or completion.
