Permit triggers and exempt work for Brooks County
Brooks County offers permit applications for general permits, new buildings/additions, manufactured homes, and trade/fire/other permits. Public process sheets cover new residential buildings, one- and two-family dwellings, manufactured homes, accessory buildings, additions, new commercial buildings, commercial additions, residential subdivisions, and trade permits.

- Owner-builder
- The county posts a Homeowner/Builder Agreement. The owner must occupy the residence personally, may not build the home for sale or rent, may not build another residence as homeowner-builder for two years after receiving a certificate of occupancy, and remains personally responsible for code compliance and direct supervision.
- Contractor requirements
- Licensed contractors must provide their Georgia state license or card when authorizing an agent. Subcontractors for electrical, plumbing, gas, and mechanical work must purchase their own permits.

- 01 Submit the appropriate permit application with all required plans and documents through the county Development Services page or as otherwise directed by staff
- 02 County staff performs initial review (24-48 hours for residential, 24-48 hours for commercial application review with varying plan review times)
- 03 If approved, Development Services sends or releases zoning approval and related forms; if denied, the applicant resubmits corrected materials
- 04 Obtain supporting approvals including 911 address from Brooks County 911, Health Department well/septic permits, Road Department culvert and driveway coordination, and for commercial work any outside-agency approvals such as GDOT or EPD permits
- 05 Return supporting documents to Development Services for final review
- 06 Pay permit fees and for commercial projects any plan-review fees due before review begins
- 07 Receive permit, complete required inspections through the project, and request final inspection for certificate of occupancy or completion
