When a permit is required
Permit triggers and exempt work for Sumter County
Section 105 of the Florida Building Code requires permits for most construction-related work.

- Permit validity
- A permit is valid until 180 days after issuance or the last approved inspection; expired permits must be reapplied for with all required documents and fees.
- Owner-builder
- The county publishes an owner-builder disclosure statement for permitting.
- Contractor requirements
- Contractors must hold a Florida certificate of competency, be state-registered through Sumter County, or hold a Sumter County certificate of competency.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is in unincorporated Sumter County and not inside a municipal boundary.
- 02 Review the county permit-type and submittal-requirement pages and gather all required documents including permit application, site plan or survey, plans, product approvals, and energy forms.
- 03 Submit through the Citizenserve portal or in person at the county service center.
- 04 Obtain related outside approvals when applicable, including septic, driveway, floodplain, utility, or impact-fee approvals.
- 05 Record or post the Notice of Commencement when Florida law requires it before the first inspection.
- 06 Respond to plan review comments, pay fees, and obtain permit issuance before starting work.
- 07 Schedule inspections online or by phone and obtain final approval before occupancy or use.
Fee schedule
Effective October 1, 2024
Work begun before permit issuance is charged the greater of double the permit fee or the standard permit fee plus $180. A $24 administrative processing fee applies to all permits. State surcharges apply.
