Owner-builder
Owner-builders may build or improve a one-family or two-family residence or a commercial building if the cost does not exceed $75,000, for their own use or occupancy, subject to direct onsite supervision and other statutory conditions.
Contractor requirements
State-licensed contractors must register with St. Cloud before permit work. Registration requirements: application, business tax receipt, liability certificate naming the city, state license, workers' compensation or exemption, and reciprocity letter if applicable. Effective February 1, 2025, fence permits are processed by Community Development.
