When a permit is required
Permit triggers and exempt work for Collier County
A permit is required to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems.
Note: All work must comply with Florida Building Code Section 105.1 and local Collier County ordinances. Confirm permit requirements with the Building Plan Review Division before proceeding.

- Permits expire if work is not started and inspected within 180 days of issuance.
- Owner-builder
- Owner-builders are exempt from the electronic submittal requirement but must comply with all other application and inspection procedures. Trusts cannot file owner-builder building permit applications.
- Contractor requirements
- Contractors must hold valid Florida license and comply with all FBC and local ordinance requirements throughout construction.

- 03 Submit application electronically through the GMCD Public Portal (CityView) for contractors, design professionals, and agents.
- 04 County staff reviews completeness and routes plan review to applicable departments.
- 05 Pay invoiced plan-check and application fees. Applications are not considered submitted until materials are confirmed and fees are paid.
- 06 Respond to correction comments and upload revised documents if required.
- 07 Obtain permit issuance and pay remaining fees before starting work.
- 08 Schedule required inspections through the portal or contact the inspection desk.
