Permit triggers and exempt work for San Luis

- Applicant info
- Owner signature or owner authorization letter
- Contractor license number if applicable
- Owner-builder
- If the owner is not the applicant, the application must be signed by the owner or accompanied by a letter authorizing the applicant
- Contractor requirements
