When a permit is required
Permit triggers and exempt work for Sonora
A permit is required before constructing, enlarging, altering, repairing, moving, demolishing, or changing occupancy of a building or structure, and before regulated electrical, gas, mechanical, or plumbing work.
- Exempt One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses not exceeding 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet high unless supporting a surcharge or impounding certain liquids
- Exempt Water tanks on grade not exceeding 5,000 gallons and within the listed height-to-width ratio
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Exempt Prefabricated pools less than 24 inches deep
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Certain detached one- and two-family residential decks not exceeding 200 square feet, not attached to the dwelling, and not more than 30 inches above grade
- Exempt Grading of 50 cubic yards or less
- Exempt Minor mechanical, electrical, gas, and plumbing work exempted in Sonora Municipal Code 15.10.020.1 through 15.10.020.5
Note: Permit exemptions do not authorize work in violation of building code or any other local, state, or federal law. Planning, fire, floodplain, encroachment, zoning, and other approvals may still be required.
- Building permit application
- Construction documents, plans, and other required submittals
- Site plan showing new and existing construction, lot-line distances, grades, and flood-hazard data when applicable
- Valuation of proposed work
- Statement of special inspections where required
- Fire protection shop drawings where applicable
- Owner-builder packet when the applicant is pulling the permit as an owner-builder
- Building code
- California Building Code and related city ordinances; city materials indicate Sonora follows the current California code cycle.
- Permit validity
- An application expires if no permit is issued within 180 calendar days after submittal unless the Building Official grants one written extension of up to 180 days. An issued permit becomes void if work does not begin within 180 days, if work is suspended or abandoned for 180 days, or if work is not completed within 730 days from permit issuance. One extension of up to 180 days is available on an unexpired permit for good cause shown.
- Owner-builder
- The city requires completed owner-builder disclosure and verification forms before issuing an owner-builder permit.
- Contractor requirements
- Contractors are required by law to be licensed and bonded in California, and city materials direct contractors to list license numbers on permits and contracts.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm whether the project also needs city planning review, site plan review, design review, landscape review, encroachment approval, or fire review before permit issuance.
- 02 Prepare the permit package with the project description, property information, use or occupancy details, valuation, and required plans or site information.
- 03 Submit the application through the iWorQ portal, at City Hall, or by email to permits@sonoraca.org.
- 04 Upload or provide plans and supporting documents. The city states PDF plans may be emailed with prior arrangements, and the portal supports document upload.
- 05 Pay required plan check, permit, and any applicable outside or mitigation fees.
- 06 Respond to correction comments. The Building Official reviews the application and either rejects it in writing or issues the permit if it complies with applicable laws.
- 07 Schedule inspections as work progresses using the portal, phone, or email.
- 08 Complete final inspection and obtain occupancy approval or a certificate of occupancy when required.

Fee schedule
Effective March 2, 2015
The posted fee schedule is an older city-published resolution effective March 2, 2015. Sonora also posts a separate 2018 new-residential fee handout with example permit, plan check, and outside-fee totals, so applicants should verify whether later fee updates apply.
Fees change periodically. Confirm at the official fee schedule ↗ (effective March 2, 2015) before budgeting.

Typical sequence: City code and department materials reference preliminary inspections when needed, progress inspections including foundation, slab or underfloor, frame and masonry, lath and gypsum board, fire-resistant penetrations, energy-efficiency checks, and final inspection before occupancy approval.
