When a permit is required
Permit triggers and exempt work for Corning
City materials say permits are required for new construction, additions, alterations, remodeling, and related work including structures over 120 square feet, tenant improvements, solar installations, patio covers, EV charging stations, pools and spas, carports, garages, barns, fences, retaining walls over 4 feet, re-roofing, temporary units, demolition, erosion control, wall or monument signs, and related construction activities.

- The city states permits may be issued to licensed contractors and property owners acting as owner-builders. City guidance says owner-builders are expected to have the same code and construction competency, must work on their own principal residence occupied for at least 12 months, and are limited to not more than two such properties in a three-year period for resale use.
- Contractor requirements
- Only contractors with the appropriate California license classification and property owners may be issued permits. The city also references AB 2622 effective January 1, 2025: small work under $1,000 may be unlicensed only when no workers are hired and no permit is required.

- 04 The City Building Division performs plan check review.
- 05 After permit issuance, schedule inspections through the portal, by phone, or by email.
- 06 Complete the required construction phases and pass inspection before final sign-off.
