When a permit is required
Permit triggers and exempt work for Sonoma County
Permit Sonoma states that all construction activity, from initial site grading to interior improvements, alterations, and most repairs, requires a building permit unless specifically exempted by the California Building Code appendix Chapter 1 and Sonoma County Code Chapter 7.
- Exempt One-story detached non-dwelling accessory structures up to 120 square feet and up to 12 feet high on parcels with an existing permitted primary use, subject to separation limits
- Exempt Prefabricated accessory structures up to 500 square feet that meet county light-frame and covering limits
- Exempt Children play structures and treehouses under the stated size and use limits
- Exempt Painting, interior papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Window and door replacement in kind where the structural opening is not altered
- Exempt Open fences up to 10 feet, solid fences up to 7 feet, and certain combined solid and open fence configurations
- Exempt Retaining walls retaining not more than 3 feet of material unless supporting surcharge or impounding specified liquids
- Exempt Platforms, walks, non-structural slabs, paving and seal coats on private property, and certain decks not more than 30 inches above grade
Note: Electrical, mechanical, or plumbing work serving an otherwise exempt accessory structure can still require a building permit with no plan check. Exempt work may still require zoning, well, septic, drainage, sewer, coastal, or other county review.

- Building code
- Permit Sonoma states the 2025 California Building Standards Code became effective January 1, 2026 for applications submitted on or after that date, with local regulations in Sonoma County Municipal Code Chapter 7, Article II.
- Permit validity
- A submittal package can become void if not made complete within 90 days after an incompleteness notice or not paid within 90 days after invoice. An application expires if no permit is issued within 1 year after being deemed complete and payment is received, unless extended. Issued permits expire if work does not commence within 12 months after issuance, and at least one approved inspection every 12 months is required to keep the permit active. Extensions may be granted in writing for up to 180 days each.
- Owner-builder
- Permit Sonoma publishes an owner-builder information and notice form explaining owner-as-worker, owner-as-contractor, and owner-as-employer risks. Property owners applying as owner-builders must complete the county notice and acknowledgment process.
- Contractor requirements
- Permit Sonoma states contractors are required by law to be licensed and bonded in California and to list license numbers on permits and contracts. Residential permit applications may be issued to the property owner, a California licensed contractor, architect, engineer, or an authorized agent of the owner.

- 01 Confirm the permit type and collect the correct checklist from Permit Sonoma application submittal requirements.

- 03 Submit through Permits Online or through Permit Center support channels.
- 04 Permit Sonoma reviews the application for completeness and plan-check compliance; incomplete submittals can be voided if not completed or paid within 90 days after notice.
- 05 Pay required fees once invoiced.
- 06 Respond to corrections and upload revised documents as needed.
- 07 After approval, obtain permit issuance and schedule inspections through Permits Online or the Selectron phone system.

Fee schedule
Effective July 1, 2025-June 30, 2026
Permit Sonoma directs applicants to pay permit fees through Permits Online. The current fee schedule covers fiscal year 2025-2026.

- Scheduling deadline
- Inspection cancellations must be made before 12:00 AM midnight; after the cutoff, the office instructs callers to call between 8:00 and 8:30 AM. Next-business-day inspections may not always be available.
- Inspection hours
- Scheduling tools are available 24 hours a day. Permit Center public lobby hours are Monday-Tuesday and Thursday-Friday 8:00 AM-4:00 PM; Wednesday 10:30 AM-4:00 PM. Phone operator hours are Monday-Friday 8:00 AM-4:30 PM.
- Time windows
- Inspection appointments occur during normal Permit Sonoma business hours.
Typical sequence: Permit holders use the permit number plus inspection code to request inspections. Permit Sonoma performs field inspections, some may use VuSpex remote video inspection, and final approval depends on passing all required inspections for the permit scope.
