When a permit is required
Permit triggers and exempt work for Shasta Lake
New residential construction and other work listed in the city's permitting forms and checklists require permit submittal before work on major improvements begins.
Note: The reviewed city permit pages did not provide a concise published list of exempt construction work. The city does note that right-of-way work is controlled through encroachment permits and is not exempt. Confirm any claimed permit exemption directly with staff before proceeding.

Application process
Typical processing: The city policy document states generally 10 working days for the initial plan check and 5 working days for resubmittals.
- 01 Obtain the correct permit application packet and associated checklist from Development Services or the Building Permit Forms page.
- 02 Submit a complete application and required documents for review. The city requires one paper set and one complete electronic set of plans for new residential construction applications.
- 03 Include required plan review materials such as plans, energy and compliance calculations, truss and support calculations, fire suppression plans when applicable, and required fees.
- 04 The city reviews the submittal internally and with required third-party or agency reviews. Permit issuance occurs only after all required reviews are complete and deficiencies are addressed.
- 05 For solar projects, the city's adopted ordinance includes a 3-business-day issuance target from a complete filing.
