When a permit is required
Permit triggers and exempt work for Manteca
Replacement work with structural, electrical, plumbing, or mechanical changes requires a permit.

- Permit validity
- Permit applications expire after 180 days if no permit is issued. Issued permits are valid for 12 months unless work is suspended or abandoned for 180 or more days between required inspections. Extensions may be requested in writing.
- Owner-builder
- Applicants must indicate whether the work will be done by a licensed contractor or an owner-builder, and owner-builder forms require verification and acknowledgment of legal and financial responsibilities.
- Contractor requirements
- A contractor license is required unless an owner-builder exception applies. The city also advises applicants to use the contractor license verification process.

- 03 Make sure the filing is complete because incomplete applications are not accepted.
- 04 Pay required plan check and permit fees at submittal.
- 05 Respond to technical review comments and resubmittal requests if needed.
- 06 Receive permit issuance after approval and payment.
- 07 Schedule inspections in the same portal and keep approved permits and plans on site.
