When a permit is required
Permit triggers and exempt work for Gonzales
Gonzales states the Building Department provides plan review, permit, and inspection services for buildings and construction, and the city's adopted 2025 Building Code chapter makes it unlawful to erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy, or maintain a building or structure, or engage in excavating or grading, except as allowed by the code. The SmartGov portal also states it is used for City of Gonzales Building and Planning permit applications and document submittals.
- Exempt Gonzales does not publish a city-specific exemption handout on its current permit page; the Building Services page instead points applicants to the California Building Codes and Gonzales Municipal Code.
- Exempt Common state-code permit exemptions that generally apply under adopted CBC Section 105.2 / CRC Section R105.2 include: one-story detached accessory structures not over 120 square feet; fences not over 7 feet high; retaining walls not over 4 feet unless supporting surcharge or impounding Class I, II, or IIIA liquids; water tanks supported directly on grade if capacity does not exceed 5,000 gallons and the prescribed height-to-width ratio is not exceeded; sidewalks and driveways; painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work; prefabricated pools less than 24 inches deep; playground equipment; and certain minor electrical, mechanical, and plumbing work or ordinary repairs identified in the adopted California codes.
Note: Permit exemption does not authorize work that violates zoning, fire, floodplain, stormwater, accessibility, or other applicable requirements. Gonzales' 2025 Fire Code amendments also add local fire-protection rules, and the city's 2025 code-adoption summary notes a local fire-sprinkler exemption for certain existing unsprinklered structures under specific thresholds. Verify exemptions with the Building Official before relying on them.
- Gonzales' application materials require the permit application and worksheet, project contacts, valuation, and scope description. The worksheet calls for site plan, grading plan, structural details, building sections, plumbing plan, floor plan, roof framing, wall sections, foundation plan, exterior elevations, wall framing, electrical plan, and support documentation as applicable, including Title 24 energy calculations, structural calculations, soils report, special inspection information, fire hydrant flow calculations, geological report, truss calculations, and hazardous-materials documents. The Building Services page also posts owner-builder, smoke/carbon monoxide affidavit, construction waste management, special inspection, stormwater, and EVSE forms/checklists.
- Building code
- Gonzales Municipal Code Chapter 11.04 now adopts the 2025 California Administrative Code, 2025 California Building Code, 2025 California Residential Code, 2025 California Electrical Code, 2025 California Mechanical Code, 2025 California Plumbing Code, 2025 California Energy Code, 2025 California Fire Code, 2025 California Green Building Standards Code, and related codes by Ordinance 2025-154 dated January 12, 2026.
- Permit validity
- Gonzales does not publish a separate city handout on permit expiration on its permit page. The city has adopted the 2025 California Administrative, Building, and Residential Codes effective January 12, 2026, so the code-based application and permit expiration rules in adopted Chapter 1 should control. Inference from the adopted California code framework: applicants should expect an application abandonment period if the submittal is not pursued and a permit to lapse if work does not commence within the code period or if work is suspended too long; confirm the exact expiration clock with the Building Official before issuance.
- Owner-builder
- Gonzales posts an Owner Builder form and Owner Builder checklist, and the portal instructs additional project participants to obtain an access code by email. The posted owner-builder notice states the city enforces California owner-builder disclosure and verification requirements before permit issuance, including property-owner identification/signature verification and completion of the owner-builder notice and acknowledgment.
- Contractor requirements
- Gonzales states all contractors and subcontractors doing business in city limits must hold a current City business license before starting work. The city also states that anyone contracting to perform work valued at $500 or more, including labor and materials, must hold a current valid California contractor's license, and directs applicants to CSLB for verification.
Application process
Typical processing: The city says most new residential projects such as additions, remodels, ADUs, and garage conversions can take up to 30 days for review, depending on document completeness; minor work such as water-heater and furnace replacements is excepted from that longer review timeframe.
- 01 Confirm whether the project needs a building permit and gather the applicable city forms and handouts from the Building Services page.
- 02 Prepare the application package. Gonzales' permit application and worksheet call for project address/APN, applicant and contractor information, project description, valuation, and plan/support documents. The city also posts project-specific forms such as owner-builder, smoke/carbon monoxide affidavit, construction waste management, special inspection, stormwater, EVSE, and a detailed submittal checklist.
- 03 Submit the permit application electronically through the City's SmartGov portal, or submit in person at the Permit Center at City Hall. The city says permit submittals are processed at 147 Fourth St., Monday through Friday, 8:00 AM to 5:00 PM, with permit submittal processing stopping after 4:30 PM.
- 04 Wait for staff completeness review and plan review. The city states submitted documents are reviewed for building-code requirements and City ordinances after staff determines the submittal is complete.
- 05 Respond to corrections or requests for additional documents if needed, then resubmit revised plans through the portal or as directed by staff.
- 06 Pay permit and plan-check fees at issuance and keep the permit card and official stamped approved plans on site.
- 07 Request inspections through the SmartGov portal or by phone as construction progresses.

- Inspection hours
- Current Building Services page says inspections are conducted Tuesdays and Thursdays between 1:00 PM and 4:00 PM unless prior arrangements are made with the inspector. The older inspection-guidelines handout states inspections should be scheduled at least 24 hours in advance and were normally performed Tuesdays or Thursdays between 8:00 AM to 10:00 AM and 3:00 PM to 5:00 PM; because the webpage is newer, use the current posted 1:00 PM to 4:00 PM window unless staff tells you otherwise.

Typical sequence: Gonzales' inspection-guidelines handout lists example stages including below-grade inspections for rough plumbing, wall footing/stem wall, and monolithic slab; above-ground inspections for lintel, sheathing/tie-down, framing, pre-power, and final inspection. The city also requires the permit card and official stamped approved plans on site at all times.
The city may charge hourly or actual-cost field inspection and reinspection fees. The inspection guidelines note that incomplete readiness items such as missing approved plans, missing permit card, missing engineering or truss calculations, sanitation issues, or mismatch between field conditions and plans can result in rejection.
