When a permit is required

Permit triggers and exempt work for Mono County

Mono County building permit forms are used to construct, alter, improve, demolish, or repair structures in unincorporated Mono County. Mono County Code Title 15 also requires prerequisite County approvals before permit issuance for projects involving sewage disposal, sewer, or water systems.

Mono County does not publish a stand-alone local exempt-work handout on the reviewed pages.
Because Mono County adopted the California Building Codes by reference, exempt work generally follows the permit exemptions in the adopted California Building Code and California Residential Code unless a local amendment or separate utility, fire, environmental health, grading, or zoning approval still applies.
Mono County's OTC instruction sheet gives examples of work handled as over-the-counter permits rather than exempt work, including structures under 120 square feet with utilities, well houses and pump houses, demolition work, new electrical service or re-energization, electrical panel repairs or upgrades, power-pole repair or replacement, reroofs, and new siding.

Permit validity

Mono County uses California's owner-builder declaration. Owner-builders must sign the required acknowledgment, may be responsible as the employer if using unlicensed labor worth $500 or more including labor and materials, may not legally sell certain owner-builder residential work unless it qualifies under Business and Professions Code section 7044, and must provide identity verification for owner-builder permits.
Contractor requirements
