When a permit is required
Permit triggers and exempt work for Dos Palos
City materials show permits are used for new construction and typical building or trade work such as new fences, garage enclosures, reroofs, photovoltaics, water heaters, electrical, plumbing, and mechanical work.
Note: The city does not appear to publish a dedicated local exempt-work handout for standard building permits. The city FAQ says a new fence requires a permit, so fence work should not be assumed exempt without checking with Community Development. Because Dos Palos adopted the 2022 California Building and Residential Codes and no local exemption summary was found, baseline state code exemptions may control unless locally modified. Confirm all claimed exemptions with the city before proceeding.

- Contractor requirements
- The application requires contractor license number, class, expiration date, a signed licensed-contractor declaration, and workers' compensation information. Contractors doing business in the city must also hold a city business license.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is inside Dos Palos city limits and verify zoning or land-use constraints using the city's GIS and zoning resources.
- 02 Complete the City of Dos Palos building permit application with owner and contractor information, contractor license data, business license data, valuation, square footage, APN, occupancy or use, and planning review fields.
- 03 Assemble plans and supporting documents, including the city's minimum site-plan requirements and any trade-specific or project-specific forms.
- 04 Submit the application package to the city. The city does not publish a separate online workflow for ordinary building permits; qualifying residential solar permits may be submitted through Symbium.
- 05 Pay permit and related fees once calculated by the city.
- 06 Obtain required inspections during construction and provide required site access.

The application states additional fees may be required and directs applicants to contact the city for more information. For Symbium solar permits, the city issues the permit after the applicant pays the city's permit fee invoice.

- Inspection hours
- City Hall and Community Development hours are Monday-Friday, 8:00 AM to 4:30 PM. Some pages also note phone availability from 8:00 AM to 4:00 PM.
Typical sequence: The city publishes a reroof inspection sequence including deck inspection after removal of built-up roofing, nailing inspection after new plywood or OSB sheathing, final inspection after completion, and inspection of any roof-mounted equipment covered by the permit. Other project inspection sequences depend on scope.
