When a permit is required
Permit triggers and exempt work for Willits
The city checklist states a permit is required before construction of, alteration to, addition to, or demolition of any structure within the City of Willits. Planning approval may also be needed before exterior changes to commercial buildings, multifamily dwellings, and certain other structures.
Note: Willits does not publish a city-specific exempt-work list on the Building & Safety page reviewed. Common California residential permit exemptions under 2022 CRC Section R105.2 may not apply unchanged within city limits. Exempt work still must comply with zoning, floodplain, wildfire, and other applicable laws. Willits specifically notes some exterior changes still require Planning approval, and the city may require floodplain, environmental health, air quality, or other agency approvals depending on project scope. Verify exemption status with Willits before starting work.

- Building code
- The city states it uses the 2022 California Building Code. Project documents and city materials also reference the 2022 California Residential, Electrical, Plumbing, Mechanical, Fire, and CALGreen codes as applicable.
- Permit validity
- The city application says an application is deemed abandoned 1 year after filing if no permit has been issued. The city also provides a permit extension form. The city page reviewed does not publish issued-permit expiration rules. Because Willits applies the 2022 California Building Code, permit expiration generally follows the current California rule that a permit remains valid if work starts within 12 months and is not abandoned; confirm this with the Building Department before relying on it.
- Owner-builder
- The application allows the applicant to proceed as a California licensed contractor, the property owner, or an authorized agent. Separate owner verification and separate owner-agent authorization are required where applicable.
- Contractor requirements
- The application requires the signer to affirm they are licensed under Chapter 9 of Division 3 of the California Business and Professions Code unless applying as owner-builder or authorized agent. The online portal also says a City of Willits business license application packet is required when doing business within city limits.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the project is inside Willits city limits and gather all supporting documents before starting the application.
- 02 Complete the building permit application online through the iWorQ portal or obtain/download the application from the Building Department.
- 03 Submit required plans and supporting materials. The city checklist calls for a site plan, three plan sets plus one electronic copy, and supporting items such as structural calculations, Title 24 energy forms, soils/geotechnical reports, accessibility details, grading information, floodplain information, Environmental Health approval, and other scope-specific documents if applicable.
- 04 Pay the required plan check deposit when plans are submitted if plan review is required.
- 05 Obtain any prerequisite clearances before permit issuance. The city packet specifically calls out Little Lake Fire impact fee confirmation for new construction, Mendocino County Air Quality release for commercial and multifamily remodel/demolition work, and other agency approvals where applicable.
- 06 After city review, pay permit issuance fees and any remaining plan check, seismic, state surcharge, and impact fees.
- 07 Request inspections at least 24 hours in advance during construction and obtain final approval before occupancy/use of the permitted work.

Effective FY 2019-20
Permit fees are due when the permit is issued. The citywide fee schedule lists a 2.75% credit card convenience fee and a $32 returned-check fee.

Typical sequence: The city does not publish a fixed inspection sequence on the page reviewed. Inspections are requested during construction as required by the approved plans and permit scope, ending with final approval. For some residential permits over $1,000 valuation, smoke and carbon monoxide compliance must be verified before final approval.
