When a permit is required
Permit triggers and exempt work for Belvedere
Belvedere requires building permits for all additions, alterations, repairs, and all maintenance to electrical, plumbing, and mechanical systems. Most exterior changes also require Planning Design Review even if a building permit is exempt.
- Exempt Painting, wallpapering, bookshelves, cabinets, tile, or marble work

Note: Belvedere says these exemptions apply only when the work is a single activity or not part of a larger project. The city also states that most exterior changes still require Planning Design Review even when a building permit is exempt.

Based on that newer ordinance listing, the city has updated construction code adoption beyond the stale FAQ entry; confirm the exact currently adopted edition and local amendments directly from Ordinance 2025-09 before relying on it for permit documents.
- Permit validity
- Belvedere materials state building permits are valid for 180 days from permit issuance, and each inspection resets that 180-day clock. Separately, the city's Construction Time Limit rules assign overall project completion windows of 6, 12, 18, or 24 months based on valuation, with extensions required if work is not completed in time.
- Owner-builder
- Belvedere uses an Owner-Builder Acknowledgement form. The property owner must read, initial, sign, and return it before permit issuance for owner-builder permits. An agent cannot execute the notice without prior approval of the permitting authority. The form warns of liability, employer obligations, and resale limits under California owner-builder law.
- Contractor requirements
- Belvedere's owner-builder form states California contractors must be licensed and bonded and must list their license numbers on permits and contracts. Belvedere's contractor guidelines also state all general and subcontractors must have a current City business license.

Typical processing: Expedited staff review about 1 to 2 days for small projects; standard staff review about +/- 10 days for medium projects; larger projects receive an initial plan review letter in about +/- 30 days or about 28 working days for larger complex applications.

- 02 Assemble the application package. Belvedere accepts digital submittals and prefers them by email. Depending on project size, applicants may need 4, 5, or 7 paper plan sets if filing in person. New structures, additions, and substantial remodels also need drainage, erosion, and landscape plans plus supporting documents such as specifications, engineering calculations, energy calculations, geotechnical reports, and special inspection / structural observation programs.
- 03 Email the application and plans to the city staff listed by Belvedere for permit intake: Permit Technician Nancy Miller at nmiller@cityofbelvedere.org, Building Official Brian Van Son at bvanson@cityofbelvedere.org, and/or Associate Planner Samie Malakiman at smalakiman@cityofbelvedere.org. In-person submittal is also allowed at City Hall.
- 04 Pay plan check fees at submittal. Belvedere's fee schedule says plan check fees are due when the application is submitted and are separate from permit issuance fees.
- 05 Respond to review comments and obtain any required outside-agency approvals. Belvedere notes larger projects may require Engineering, Fire, and Public Works review before permit issuance.
- 06 After permit issuance, schedule inspections by phone at (415) 435-8915. Requests made by 11:59 p.m. the day before are scheduled for the next inspection day.
- 07 Complete all required finals and close-out items. Belvedere requires a final construction cost evaluation at project completion, and final approval may also depend on Tiburon Fire Protection District, Marin County Sanitary District No. 5, and Planning sign-off, depending on the project.
- 08 If the project will run past the assigned construction time limit, apply for an extension before the permit expires and pay the applicable reactivation/extension fees.
