Note: Exempt from building permit does not mean exempt from local zoning or land use requirements. Even when a building permit is not required from DBS, the City and Borough of Yakutat may require zoning or land use review. Contact Yakutat City Hall at (907) 784-3323 before beginning any construction or improvement. For tribal trust land or federal land projects, confirm whether DBS authority applies before relying on any exemption.

Required documents
  • Completed DBS Application for Building Permit (Form 08-4050)
  • Two sets of construction drawings; structural elements in seismic design areas typically require Alaska-licensed structural engineer's stamp
  • Site plan showing property lines, setbacks, existing structures, topography, drainage, and proposed construction footprint
  • Energy Code compliance documentation (REScheck for residential; COMcheck for commercial)
  • Foundation design documentation appropriate to site-specific soil conditions
  • Proof of property ownership or written authorization from owner
  • Contractor information: Alaska contractor registration number (DLWD/CBPL) or owner-builder declaration under AS 08.18.161
  • Property address and legal description or parcel number
  • Owner name, mailing address, and contact information
  • Scope of work narrative and construction cost estimate
  • Evidence of parcel land status if not evident from address
Building code
Alaska Building Safety Standards (AS 18.60) adopt the 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2018 International Mechanical Code (IMC), 2018 International Plumbing Code (IPC), 2018 International Fire Code (IFC), 2018 International Energy Conservation Code (IECC) with Alaska amendments, and 2017 National Electrical Code (NEC). Yakutat is in Seismic Design Category D or E (one of Alaska's highest seismic hazard areas).
Permit validity
Building permits expire if work does not commence within 180 days of issuance. Permits also expire if work is suspended or abandoned for any period of 180 consecutive days after commencement. DBS may grant extensions upon written request for good cause.
Owner-builder
A property owner may perform construction on their own primary residence without holding an Alaska contractor registration (AS 08.18.161). The exemption applies only to the owner's primary residence and does not apply to rental property or property held for sale. Owner-builders must still obtain all required permits, submit required documentation, and pass all required inspections. Owner-builder declaration must be submitted with the permit application.
Contractor requirements
Any contractor performing regulated construction in Alaska must hold a current Alaska Contractor Registration issued by the Alaska Department of Labor and Workforce Development (DLWD), Division of Corporations, Business, and Professional Licensing (CBPL). Electrical work requires an electrical contractor's license under AS 08.40; plumbing work requires a plumbing contractor's license under AS 08.38. Contractor mobilization to Yakutat from Juneau, Sitka, or Anchorage adds substantially to project costs.
