When a permit is required
Permit triggers and exempt work for Petersburg Borough
A building permit is required for construction, reconstruction, alteration, repair, relocation, demolition, or change of use of any building or structure within Petersburg Borough. This includes new buildings, additions, structural alterations, deck construction, accessory structures over 200 square feet, reroofing with structural repair, mechanical/electrical/plumbing installations, and foundation work.
- Exempt One-story detached accessory buildings (tool sheds, playhouses, similar) 200 square feet or less, not intended for occupancy
- Exempt Fences not exceeding 7 feet in height (retaining walls 4 feet or less in height measured from bottom of footing to top of wall are also exempt if not supporting surcharge or impounding Class I, II, or IIIA liquids)
- Exempt Movable cases, counters, and partitions not over 5 feet 9 inches in height
- Exempt Sidewalks, driveways, and flatwork at grade level not part of accessible route requiring ADA compliance
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Prefabricated swimming pools 24 inches deep or less
- Exempt Replacement of existing glazing with same-size units without structural modification
- Exempt Ordinary repairs not including cutting, removal, or replacement of structural members or portion of load-path
- Exempt Temporary structures in place fewer than 180 days
Note: Exempt from building permit does not mean exempt from zoning review, Alaska Coastal Management Program coastal district review, NFIP floodplain permit requirements, or federal land restrictions (Tongass NF, tribal lands). Always confirm compliance with all applicable overlays and verify land jurisdiction before beginning exempt work.

- Permit validity
- Building permits are valid for 180 days from date of issuance. If no work has commenced or no required inspection has been requested within 180 days, the permit expires. One extension of 180 days may be granted by the building official for good cause if work was commenced before expiration of the original permit. If a permit expires, a new application and fees are required.
- Owner-builder
- Under Alaska Statute AS 08.18.161, a property owner may perform construction on their own primary residence without state contractor registration, subject to limitations. The owner must occupy or intend to occupy the dwelling as a primary residence; the exemption does not apply to property held for sale within 12 months. Owner-builders must still obtain all required permits and pass all required inspections. Electrical work requires a licensed electrician or separate DBS electrical permit even for owner-builders.
- Contractor requirements
- All contractors performing construction work in Petersburg Borough must hold a valid State of Alaska contractor registration issued by the Alaska Department of Commerce, Community, and Economic Development (DCCED), Division of Corporations, Business, and Professional Licensing (CBPL). Contractor must maintain current general liability insurance (minimum $100,000 per occurrence for residential; higher for commercial) and workers' compensation insurance or exemption if no employees. Contractors working on fish processing facilities with ammonia refrigeration systems must hold EPA Section 608 certifications and, for systems exceeding threshold quantities, comply with EPA Risk Management Program (RMP) and OSHA Process Safety Management (PSM) requirements.

- 12 Receive permit issuance; pay remaining permit fees. Post permit placard on-site in visible location before commencing construction.
