Application Process

  1. Download the Building Packet or appropriate application form from the city website Forms page.
  2. Complete the application with all required supporting documents (site plan, construction drawings).
  3. Submit application to Tia Channell via email (tchannell@cityofraymond.com) or in person at City Hall.
  4. Pay applicable fees in person or via InvoiceCloud online portal at time of submittal.
  5. Building Inspector schedules review of submitted materials.
  6. Schedule required inspections through Tia Channell during business hours (Monday–Thursday, 7:30 AM–4:00 PM).
  7. Complete all required inspections before proceeding to next phase.
  8. Receive final approval; structure may not be occupied until final inspection sign-off.

Permit validity

Work That Does NOT Require a Permit

  • Fences 6 feet or shorter in height
  • Sheds and outbuildings 10 feet by 12 feet or smaller, with no permanent foundation, plumbing, or electrical connections
  • Residential re-roofing
  • Woodstove or heat pump installations (Mechanical Permit required)

Important: Commercial re-roofing or roofing affecting the structural integrity of a building requires a permit. Confirm edge cases with the Building and Development Division before proceeding.
