Application Process

  2. Download or pick up the Building Permit Form and Building Permit Site Plan Form from the town website or Town Hall.
  3. Complete the Building Permit Application with project description, property details, and value of work.
  4. Prepare site plan showing property boundaries, setbacks, and structure location.
  5. For structural work, prepare detailed construction plans (floor plan, elevations, sections).
  6. Gather contractor Washington State license copy.
  7. Submit completed application with all documents and fee payment to Town Hall.
  8. Town reviews completeness; Inspector conducts plan review.
  9. Receive permit and post it at the job site before work begins.
  10. Schedule required inspections by contacting Building Inspector Pasmore.

General Requirements

Per Wilbur Municipal Code 15.04.040, building permits are required for all types of new construction, remodeling, or alteration of any building, residential, commercial, or industrial.

Permit validity
Must commence construction within 180 days of permit issuance or permit becomes void. Permit valid for 18 months from issuance.

Wilbur Municipal Code Title 15 (Buildings and Construction), incorporating 2021 International Building Code and 2021 International Residential Code with Washington State amendments, effective March 15, 2024
Contractor requirements
All contractors must hold a current Washington State contractor registration. Bond requirements: $30,000 (general contractors) or $15,000 (specialty contractors) as of July 2024.

Permit fee formula
Per Wilbur Municipal Code 15.40.010, fees are set by town council resolution. For commercial/industrial projects over $100,000, the town may recover the full cost of inspections and plan checks, not to exceed the most recently adopted IBC fee schedule.
Payment note
A $50.00 Remodel Review Fee applies to remodel plan reviews (applied toward permit fee if a permit is required). Fee schedule is not published online. Contact Building Inspector at permits214@gmail.com or 509-647-5821 for current fees.

Work That Does NOT Require a Permit

  • Normal maintenance activities (painting, wallpapering, adding insulation without structural change)
  • Special Maintenance Permit (no charge) required for: re-roofing, re-siding, replacing windows, installing fences for property line purposes
  • One-story detached accessory structures with roof projection not exceeding 120 sq ft
  • Retaining walls 4 feet or less in height (measured from footing bottom to top of wall)

Important: The Special Maintenance Permit (no charge) maintains property records without a fee burden for certain common property work. Electrical, plumbing, and mechanical work are not exempt and require separate permits.

Typical inspection sequence: Typical inspection stages for residential construction: foundation/footing inspection, framing inspection, insulation inspection, final inspection. All private swimming pools must have a fence at least 4 feet high surrounding the pool or yard area with a latching gate openable only from the pool side.
