Application Process
- Access the Cloudpermit portal for Bingen (us.cloudpermit.com/bingen).
- Create an account and log in. Note: Cloudpermit is not compatible with cell phones; use a tablet, laptop, or desktop computer.
- Submit building permit application online, including all required documents and drawings.
- Pay plan review fee at submission (65% of the permit fee).
- Skamania County building staff review the application.
- Upon approval, pay the remaining permit fee.
- Download or receive permit documents; post the permit card at the job site.
- Schedule inspections through Cloudpermit or using the online inspection request form.
- Pass final inspection; obtain certificate of occupancy before occupying.

General Requirements
A building permit is required whenever you erect, construct, enlarge, alter, repair, move, improve, convert, or demolish a building or structure within Bingen city limits. Mechanical and plumbing permits are required separately.

Work That Does NOT Require a Permit
- Small detached one-story accessory structures up to 120 square feet (tool sheds, playhouses)
- Retaining walls under 4 feet tall not supporting a surcharge
- Minor plumbing repairs not involving replacement or rearrangement of valves or pipes
- Routine maintenance and finish work (painting, flooring, cabinets)
Important: An exemption from a building permit does not exempt the work from compliance with the building code or from other permitting requirements. Scenic Area land use rules (Bingen is within the Columbia River Gorge National Scenic Area) may still apply to exempt work within the CRGNSA boundary.
