Important: Franklin County is consolidated in terms of building permits. Three of five jurisdictions -- Unincorporated Franklin County, Mesa, and Kahlotus -- route all building permits through the Franklin County Planning and Building Department. Only Pasco and Connell have independent permit offices. If your property is in Mesa or Kahlotus town limits, follow the county procedures below.
