Application Process

  1. Download the Building Permit Application from the city website or pick up a form at City Hall (104 East Locust Street).
  2. Complete the application and assemble required supporting documents (site plan, construction drawings, energy code compliance documentation).
  3. Submit in person at City Hall during regular business hours (Monday-Friday, 8:00 AM to 5:00 PM).
  4. Waterville contracts with Blades Code Services for construction permits and inspections. The city routes applications to Blades for plan review.
  5. Upon approval, permit is issued by Blades Code Services on behalf of the City of Waterville.

Contractor requirements
Contractors must be registered with Washington State L&I and in good standing. No permit may be issued for work by a third-party contractor unless the contractor is registered with L&I.
