How to apply for a building permit in Suffolk, Virginia. Permit authority, application steps, fees, and inspection requirements.
Permit Authority
Suffolk is an independent city, not part of a county permit-administration structure. Local permits and inspections are administered by Suffolk. Statewide code adoption comes through Virginia's Uniform Statewide Building Code, but local administration, zoning permits, inspections, fees, and local overlay reviews are handled by the city.

Application Process
- Confirm the permit type and collect the required application form and supporting PDFs from Suffolk's Applications page and permit procedures pages.
- Register for a SOAP account. The portal guide says users must register before logging in, and the username is the email address used to register.
- In SOAP, click Create Application, choose the permit category, then choose the specific permit type.
- Review the application information screen, click Begin Application, and enter the project name or work description and the location by address, tax map ID, or parcel number.
- Add required points of contact. Suffolk's guide states at least one applicant and one inspection point of contact are always required.
- Add the contractor record by company name or license number, then attach the signed application and supporting PDF documents. A signed and scanned copy of the application must be included with all online submittals.
- Submit the application and accept the portal terms. The application may still be submitted with missing documentation, but city staff will flag missing items and request them later.
- Suffolk permit staff perform an initial completeness review, moving the application from 'New Pending Applications' to a stage where fees can be calculated and paid.
- The applicant receives notice when fees are calculated, along with payment instructions. The application then proceeds through final city review.
- Once review is complete and fees are paid, the permit moves into the 'Issued and Open Permits' stage.
Typical processing time: No public permit issuance turnaround was located in the reviewed Suffolk sources. For inspections, Suffolk states requests must be received by 3:30 p.m. for the following business day, but next-day inspections are not guaranteed.

General Requirements
Under the Virginia USBC, permits are required for work regulated by the Virginia Construction Code unless exempt under Section 108.2. Suffolk also states that all improvements on your property need a zoning permit, including small sheds and fences. Temporary accessory structures also require a zoning permit under the city's UDO. Separate right-of-way permits are administered through Public Works.

- Permit validity
- Under the 2021 Virginia Construction Code, permit applications are deemed abandoned after 6 months if not pursued in good faith or issued. After issuance, the building official may revoke a permit if work does not commence within 6 months or is suspended or abandoned for 6 months. Suffolk may require a 3-year completion limit for new detached single-family dwellings, additions to detached single-family dwellings, and residential accessory structures; extensions may be granted.
- Building code
- Suffolk administers the Virginia Uniform Statewide Building Code locally. DHCD states the current statewide code collection is the 2021 USBC, including the Virginia Construction Code, Virginia Existing Building Code, and Virginia Maintenance Code.
- Owner-builder
- Suffolk does not appear to publish a separate owner-builder handout. Under the Virginia Construction Code, an owner, lessee, agent, RDP, contractor, or subcontractor may apply. Before permit issuance, the applicant must either show proof of contractor licensure or file a written statement that the applicant is not subject to contractor licensure.
- Contractor requirements
- Virginia state contractor licensing is administered by DPOR, not Suffolk. Suffolk's SOAP guide requires the applicant to select the contractor record by company name or license number. The Virginia Construction Code requires proof of contractor licensure or a written statement of exemption before permit issuance. Suffolk also notes that local taxes or license fees required by the city must be paid to qualify to contract for the work.

- Mixed. Residential new construction building fees at $0.09 per square foot, commercial new construction at $0.10 per square foot, alteration and repair permits on a value-based sliding scale, electrical permits by amperage or circuits depending on permit type, plumbing by fixture and line counts, mechanical by equipment count and type, fire permits by valuation or system type, and separate zoning and certificate of occupancy fees.

- Extra inspection trips at $56 each for multiple permit categories, CO reinspection at $56.
- Penalty (no permit)
- Penalties for working without permits ranging from $276 to $5,513 depending on construction cost. Verify current amounts against the latest archive PDF.
- Payment note
- Suffolk's SOAP guide states applications first go through an initial completeness review, then are made available for fees to be calculated and paid. Applicants or points of contact receive notification with payment instructions once fees are calculated.

Work That Does NOT Require a Permit
- One-story detached tool or storage sheds, playhouses, or similar structures up to 256 square feet, if not Group F-1 or H occupancy
- Detached prefabricated utility buildings up to 150 square feet for publicly regulated utility service equipment
- Tents or air-supported structures up to 900 square feet with occupant load of 50 or less
- Fences of any height, unless needed for pedestrian safety or used as a swimming pool barrier
- Concrete or masonry walls up to 6 feet above finished grade
- Retaining walls supporting less than 3 feet of unbalanced fill, if not impounding certain liquids or supporting surcharge beyond ordinary unbalanced fill
- Swimming pools up to 150 square feet in area and less than 24 inches deep
- Replacement of aboveground LP-gas containers of the same capacity in the same location with associated regulators when installed by the serving gas supplier
- Flagpoles 30 feet or less in height
- Temporary ramps serving Group R-3 and R-5 dwelling units where entrance height served is no more than 30 inches above grade
- Ordinary repairs including same-size replacement windows and doors in qualifying residential occupancies, plumbing fixture replacement without system alteration, qualifying roofing and siding replacement, limited roof decking replacement, flooring replacement, interior finish replacement, cabinetry and trim work, and paint or wallpaper
Important: Virginia's code allows the building official to require permits for otherwise exempt siding, roofing, and window work in a locally designated historic district, and for otherwise exempt work in a special flood hazard area. Suffolk zoning still separately regulates property improvements, and Suffolk's zoning FAQ says all improvements on your property need a zoning permit.

Typical inspection sequence: Residential sequence: footing, slab or crawlspace/foundation, sheathing, air barrier, rough-in trades, framing, insulation, sewer and water, final trades, and final building inspection. Infill lots may also require a setback inspection using the zoning permit number.
