Application Process

1. Treat the property as a Spotsylvania County permit filing and verify whether the parcel is also subject to Courthouse-area historic or zoning controls.
2. Use the county permit packets and county submission rules for the specific residential, commercial, or zoning-related filing.
3. Submit through the county Permit Center, with the same email-only exceptions and physical electronic-submittal rules that apply county-wide.
4. Track review in eTRAKiT and coordinate with county planning or building staff if the parcel falls inside the Spotsylvania Courthouse historic review context.
5. Pay county fees after the county confirms the permit is ready for issuance.
6. Keep county-approved paper plans and permit card on site and use county inspection scheduling.

General Requirements

Same permit triggers as Spotsylvania County: building permit is required to alter, construct, convert, demolish, enlarge, or repair a building or structure, and permits are also required for installation of fuel, oil, gasoline, and bottled gas tanks. Permits are required before work begins.

Permit validity

Owner-builder

Same county owner-builder rules, including the county statement that LLC-owned property cannot use owner-performed work and must hire licensed contractors.

Contractor requirements

Same county and Virginia USBC requirements, including DPOR licensure and any local tax or business-license prerequisites that apply.

Work That Does NOT Require a Permit

• Same baseline exemptions used by Spotsylvania County under Virginia USBC Section 108.2, subject to county overlays.
• Low-voltage wiring and equipment meeting USBC exemption criteria.
• Certain small detached accessory structures within USBC exemption limits.
• Certain tents and air-supported structures within USBC exemption limits.
• Certain shallow and small swimming pools within USBC exemption limits.
• Replacement of above-ground LP-gas containers of the same capacity in the same location using the same piping.
• Ordinary repairs and finish work that the USBC exempts, such as paint, wallpaper, floor finishes, cabinetry and trim in place, and limited nonstructural repair categories.

Important: Because the Courthouse area is specifically tied to historic-preservation resources, replacement windows, roofing, siding, signs, demolitions, and exterior alterations may require extra county review even where ordinary building permit exemptions might otherwise apply.
