Town of Vinton, VIRGINIA Building Permit Guide

How to apply for a building permit in Town of Vinton, Virginia. Permit authority, application steps, fees, and inspection requirements.

Virginia Roanoke County Updated March 2026

Permit Authority

Vinton is an incorporated town within Roanoke County, not an independent city. Town zoning permits and local planning approvals are handled by Vinton, but building permits and building-code inspections are administered through Roanoke County's Office of Building Safety. Public-facing information is thinner than for the County or Salem, so some building-process detail is necessarily sourced from the County pages that Vinton itself directs applicants to use.

Application Process

  1. Determine whether the project requires a Vinton zoning permit. Vinton's building permits page states that if work in the Town requires a zoning permit, applicants must contact Vinton Planning and Zoning at 540-983-0605 and obtain that zoning permit before applying for other permits.
  2. For projects requiring building or trade permits, identify whether the work can use the Roanoke County Public Access Portal. Vinton states that anyone may use the County portal for permit types that do not require detailed reviews or plan submissions.
  3. Prepare the required application materials. Vinton's page links to zoning permit applications, residential and commercial permit applications, trade forms, swimming pool packet, setback forms, plot plans, and fee processing forms, most of which are County-administered building documents plus Vinton-local zoning materials.
  4. Submit the zoning permit to Vinton if required, then submit the building or trade permit through the County portal or the County building-permit process, depending on permit class. Vinton specifically notes that zoning permits for work within the Town may not be applied for using the County portal.
  5. Provide contractor and licensing information if using the County building-permit process. Vinton's page states that contractors must provide their state contractor license number and Roanoke County business license number unless exempted from the local business license requirement.
  6. Pay the applicable fees and await approval. Vinton links to a fee form, but publicly posted fee detail is relatively thin; building-permit fees are tied to the County-administered process while Town zoning and planning fees may be local.
  7. After issuance, schedule inspections through the County's inspection system for building permits. Zoning compliance questions remain with Vinton Planning and Zoning.

Typical processing time: No published townwide permit turnaround was located. Vinton's public page explains the split process and refers applicants to the County portal for eligible permits, but does not post a universal issuance timeline.

General Requirements

Vinton's Planning and Zoning FAQ states all storage buildings require a zoning permit regardless of size, and depending on size both zoning and building permits may be required. The FAQ also states permits are required for swimming pools more than 150 square feet in surface area, more than 5,000 gallons, or more than 24 inches deep, and that zoning, building, and electrical permits may all be required. Building and trade permits are otherwise governed through the County-administered Virginia Construction Code process.

Required Documents

  • Vinton zoning permit application
  • Roanoke County residential building permit application
  • Roanoke County commercial building permit application
  • Trade permit forms
  • Fee processing forms
  • Plot plan and setback forms
  • Small accessory structure checklist
  • Swimming pool permit packet
  • Sign permit materials with scaled sketches and plot plans
Permit validity
Vinton's public-facing building permit page does not post a single general validity rule. Because building permits are administered through Roanoke County, Virginia Construction Code default timelines for application abandonment and permit inactivity apply to those permits. For town sign permits, the posted sign permit application states an approved sign permit becomes null and void if the proposed sign is not installed within six months of approval.
Building code
Vinton's building permits are administered through Roanoke County, which states it uses the 2021 Virginia Uniform Statewide Building Code effective January 18, 2024. Vinton zoning ordinance references work that may or may not require a building permit under the Uniform Statewide Building Code.
Owner-builder
Vinton's building permits page states owners performing or supervising the work and applying for their own permits must acknowledge contractor licensing laws and are responsible for verifying proper licensing of any subcontractors hired for the project.
Contractor requirements
Vinton's building permits page states contractors must provide their state contractor license number and Roanoke County business license number unless exempted from obtaining a local business license by the Commissioner of the Revenue. State contractor licensing rules under DPOR and Virginia Code section 54.1-1111 also apply.

Fees

Minimum permit fee
Thin public data. A universal Vinton-wide minimum building permit fee was not clearly posted. Vinton sign permit materials show $25.00 for a special event sign permit and $45.00 up to $1,000 valuation for permanent signs, plus $5 per additional $1,000 or portion thereof.
Plan check fee
No Vinton-specific standalone plan review charge was clearly posted on the public pages reviewed. County-administered building projects follow the County process and fee materials.
Permit fee formula
Split system. Town planning and zoning items use local forms and permit fees where applicable; County-administered building permits use Roanoke County's adopted fee schedule. Vinton's sign permit application is valuation-based for permanent signs.
Reinspection fee
No Vinton-specific reinspection schedule was clearly posted on the public pages reviewed. County-administered building permits follow County inspection and fee rules.
Payment note
Public-facing payment detail is thin. Because Vinton building permits route through Roanoke County's system, applicants should expect County payment handling for County-issued permits, while Town zoning or sign fees may be collected under Town forms and procedures.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Vinton does not publish a consolidated exemption list on the building permits page reviewed. Building permit exemptions therefore follow the Virginia Construction Code for County-administered building permits.
  • Town zoning permits are still separately triggered for some work even if a building permit may not be required. Vinton's FAQ expressly states all storage buildings require a zoning permit regardless of size.
  • Under the Virginia code, qualifying ordinary repairs and listed permit exemptions may apply to building permits, but local zoning review may still apply within the Town.

Inspections

How to Schedule

Time windows
Vinton's page itself does not publish inspection windows. County inspection scheduling information therefore controls for County-issued building permits.

Typical inspection sequence: For building permits handled through Roanoke County, the sequence typically follows standard County construction stages such as footing, foundation, slab, rough-in trade inspections, framing, insulation, and finals, plus any zoning, entrance, floodplain, or specialty inspections required by project scope.

No separate Vinton reinspection schedule was located on the Town pages reviewed. County rules and fee materials should be consulted for County-issued permits.
