Applies to unincorporated Tooele County. Tooele County's Land Use Ordinance expressly states 'county' refers to unincorporated Tooele County and does not include incorporated municipalities such as Grantsville, Rush Valley, Stockton, Tooele, Ophir, Vernon, and Wendover.

Application Process

  1. Obtain the Tooele County building permit application packet and review the checklist.
  2. Complete the application fully; incomplete applications are not accepted.
  3. Assemble proof of ownership, one dimensioned site plan, one complete set of construction plans, energy-code materials, utility approvals, and health approvals if using private water/septic.
  4. Obtain Tooele County Fire Department site plan approval before submitting the permit where required.
  5. Submit to Tooele County Community Development.
  6. Pay plan review fees at application. The county states this fee is based on project value.
  7. After approval, pay remaining fees at issuance, post the permit on site, and request inspections by phone with at least 24 hours advance notice.

Tooele County Code requires a separate permit for each building or structure unless exempt.

Permit validity
Permit is null and void if work is not commenced within 180 days, if work is suspended or abandoned for 180 days, or if no progress inspection occurs within 180 days after issuance.
Building code
County/state code framework applies. County materials reference IBC plan requirements, IFC fire criteria, Utah Wildland Urban Interface Code provisions where applicable, and Utah state amendments under the state construction code framework.
Owner-builder
County packet includes Utah DOPL owner-builder certification language and form.
Contractor requirements
County application requires contractor license numbers and expiration dates for general, electrical, plumbing, and mechanical contractors, or owner-builder exemption documentation.

Work That Does NOT Require a Permit

  • One-story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses, provided floor area does not exceed 120 square feet and the structure is located more than 50 feet from the nearest adjacent structure
  • Fences not over 6 feet high
