How Utah Permitting Works

Utah enforces the Utah State Construction Code, which adopts the International Building Code (IBC) and International Residential Code (IRC) with state amendments. The code is administered by the Utah Division of Occupational and Professional Licensing (DOPL) and applies statewide.

Building permits are issued at the local level — either by the city or county building department, depending on where the property is located. Most Wasatch Front jurisdictions (Salt Lake, Utah, Davis, Weber counties) maintain their own building departments. Smaller cities and unincorporated areas often use county building services.
