Application Process

  1. Determine whether the project is in unincorporated Rockwall County rather than inside an incorporated city.
  2. Identify the correct county authorization. The county regulations separately address site development permits, 911 addressing permits, OSSF permits, driveway/right-of-way permits, floodplain permits, commercial and multifamily building permits, and residential-use notices.
  3. Download the correct county application from the county permit page.
  4. For commercial, public, or multifamily buildings of four or more units, submit the Commercial Building Permit Application and required site/building plan information showing boundaries, legal description, access, structures, and utilities for compliance with the Rockwall County Fire Code.
  5. For new residential construction, submit the Construction or Expansion of a Residential Use Notice if the project falls within Section 7.11 of the county regulations.
  6. Request inspection if the project is county-regulated commercial/public/multifamily. The county regulations state the property owner must request an inspection before or on the date construction or substantial improvement is completed.
  7. Obtain the county Certificate of Occupancy where required for county-regulated commercial/public/multifamily work.

Typical processing time: For county-regulated commercial/public/multifamily work, the county will inspect within 5 business days after receiving the owner's inspection request; if the county does not inspect within that time, the inspection is automatically approved.

General Requirements

In unincorporated Rockwall County, a county permit is required for site-development activities covered by the regulations, including OSSF, driveway/right-of-way, floodplain work, and commercial/public/multifamily buildings covered by the county fire code. New residential construction is handled through a residential-use notice requirement rather than a general county residential building permit.

2015 International Fire Code and all COG amendments, Option B, for county commercial building permitting (limited to commercial establishments, public buildings, and multifamily residential dwellings of four or more units in the unincorporated area).
