Potter County does not publish a general county building department for vertical construction permits in unincorporated areas. The county regulates subdivisions, road and bridge matters, and coordinates with the Amarillo Area Public Health District for on-site sewage facility (OSSF) permitting.

Application Process

  1. First confirm the property is actually in unincorporated Potter County and not within Amarillo city limits or another incorporated jurisdiction.
  2. If the project involves subdivision or county road-and-bridge matters, review Potter County's subdivision regulations and Road and Bridge requirements.
  3. If the property will use an on-site sewage facility (OSSF), submit the OSSF application and supporting documents to the Amarillo Area Public Health District.
  4. If the site is in a county-regulated storm water or subdivision context, coordinate with Potter County Road and Bridge.

General Requirements

Potter County does not publish a general building permit requirement for ordinary building construction in unincorporated areas. OSSF permits are required for septic installation, repair, replacement, or alteration in Potter County.

  • For OSSF work: OSSF application, permit fee, scaled site plan, floor plan, and site evaluation report completed by a licensed site evaluator.
Owner-builder
For OSSF work, homeowners may install or repair their own OSSF if it serves their single-family residence, but they must submit the permit application and required documents to Amarillo Environmental Health and meet TAC Chapter 285.
Contractor requirements
OSSF installers must meet applicable TCEQ licensing requirements. Potter County's subdivision regulations specifically refer to certified installers licensed by TCEQ.
