Application Process

  1. Determine permit type (residential, OSSF/septic, commercial, or right-of-way/culvert).
  2. For new structures on previously vacant sites, a 9-1-1 rural address application is part of the permit package.
  3. Submit permit application through the Collin County CSS Portal or contact Development Services.
  4. Pay required fees (Development, Culvert, OSSF review, or Certificate of Compliance fees as applicable).
  5. For commercial buildings, applications are reviewed for compliance with 2021 International Fire Code and 2021 International Building Code.
